Considering the User Experience When Designing Your Responsive Website

To some degree you could say that, as far as mobile devices go, every pixel counts. That statement is more valid than ever when you consider the fact that 63% of adult cell owners use their phones to go online (as of May 2013). What is their first thought when they land on your site? Is there a clear call to action? Are they confused, overwhelmed, or impatient?
